RSPCA inspectors were alerted after a passer-by saw that a pony had been left tethered beside the A685 just outside of Kirkby Stephen while two dogs were running loose near to two empty kennels.

None of the animals were being supervised or looked after, and the pony had no access to drinking water. Another dog – found in a cage without bedding – had no clean drinking water.

RSPCA inspector Claire Little said: “On Friday 31st May, whilst on duty in Kirkby Stephen, Cumbria, my colleague and I received a request from the police to help with some animals.

“As we arrived at the location I saw a brindle lurcher-type dog and what appeared to be a collie-type dog amongst the traffic and the police were trying to catch them.

“We pulled over and I managed to secure the dogs and get them into our van for safekeeping whilst we approached the police officers.

“It was explained to us that the owners of the dogs were believed to be the occupants of a caravan on the side of the road and that they were in Bradford.

“The dogs were wearing collars but there was no tethering equipment of any kind and a small caged area measuring approximately 2 ft x 2 ft x 2 ft with no lid was the only possible living area I could see for them. There was no shelter available for the cage.

“The police were concerned regarding some birds in cages they had seen inside a van next to the caravan so my colleague went to look at those – they turned out to be wild goldfinches.

“I then saw a small cream Lhasa Apso-type dog that appeared young, inside a metal cage at the side of the road. The cage had a lid that was secured but there was no shelter and the dog was laying on wet grass with no access to water. As the weather was wet I was concerned about the dog as they appeared to be shivering.

“A grey shetland pony tethered with a length of blue nylon rope tied around their neck was nearby. The rope was so tight that I couldn’t get my finger between the rope and the neck and I was concerned that this may start to injure the pony if they remained in this situation. The rope was tied to a nearby branch of a hedge that was quite flimsy. The pony’s hooves appeared overgrown.

“The police took the three dogs and pony into possession and placed them in RSPCA care.”

Michael Patrick Price admitted not ensuring the needs of the pony were met, and the same charge for a lurcher dog and a collie cross.

He also admitted having two goldfinches.

His co-accused Shannon Hanrahan admitted failing to ensure the proper care of the caged dog, and illegally having the two goldfinches.

A deprivation order was placed on the pony and two dogs who will now pass into RSPCA care and be rehomed. The birds were released back into the wild.

Sentencing:
Price was given 60 hours of unpaid work and ordered to pay costs and charges totalling £690. He was banned from owning or keeping any animal for four years.

Hanrahan was given a 14-day curfew at an address in Byker, Newcastle. She must pay also £250 costs and a £32 victim surcharge.

CONVICTED (2019) | Jean Audrey Simpson, born 27 April 1958, of Milton Avenue, Malton YO17 7LD – for the severe neglect of a Bichon Frise.

Little Oscar was in an appalling condition following at least two years of neglect by his cruel owner Jean Simpson of Malton in North Yorkshire. The dog originally belonged to Simpson’s son, a convicted paedophile currently in jail for his crimes.

Simpson pleaded guilty to neglect under the Animal Welfare Act. after leaving her Bichon Frise Oscar to suffer unbearable pain. The little dog’s entire body was covered in clumped fur, with infections causing “tar-like gunge” to spread across his face. His fur was so badly matted that vets were forced to remove one of his eyes.

RSPCA Inspector Alice Cooper, who was called to Simpson’s home, said it was clear that “Oscar had extreme and extensive matting over his head, face, ears, legs and feet”

She added: “His ears were two huge clumps of infected matted fur with green, yellow and black tar-like gunge, spreading out of his ears and across the side of his face.

“One eye was completely matted over with fur and the other was crusty with green gunk stuck to the eyeball and surrounding area.

“His legs were solid clumps of thick, tightly packed matts and his feet were now large balls of matted fur. I couldn’t see his foot pads, and I could only see the odd nail poking out the matted ball.

“Oscar was making a whimpering noise and crying out in pain if I tried to stroke him or touch him to assess his condition.”

Simpson had called the RSPCA to her property to ask them to re-home Oscar because of his poorly ears. But the dog was sedated and vets spent several hours removing the fur – leaving him 1kg lighter by the time they had finished.

Inspector Cooper added: “These were all health problems that could have been quickly and easily treated if his owner had taken him for veterinary treatment and had him groomed regularly.”

Oscar came to be in Simpson’s care unexpectedly in September 2016 after her predatory paedophile son, Darren Simpson, was sent to prison.

The dog has now been re-homed with a new family after recovering at York Animal Home.

Inspector Cooper said: “Oscar has lost an eye and will need medication for the rest of his life but he’s been lucky enough to find a new home with a wonderful couple who absolutely adore him.

“I appreciate that Ms Simpson didn’t plan on having a dog and that she couldn’t afford to treat him when he needed veterinary care. However, anyone who is struggling to care for their animals needs to ask for help so animals are not left to suffer.”

Sentencing | 12-week prison sentence, suspended for 12 months. Banned from keeping animals indefinitely.

Malton, North Yorkshire: Anna Marie Sykes and Carly Sykes

CONVICTED (2018) | Anna Marie Sykes of Crabtree Drive, Malton YO17 7FQ and daughter Carly Marie Sykes, born 07/07/1994, of Dairy Way, Malton YO17 9FA – allowed their elderly Labrador to become emaciated.

Anna and Carly Sykes both pleaded guilty to causing black Labrador Bailey (pictured) unnecessary suffering and to failing to investigate the cause of his poor body condition.

Bailey, who is said to be around 10/11 years old, was discovered, apparently abandoned, outside Anna Sykes’s property by the local authority who called the RSPCA. On attendance, inspectors found a dog that was so thin all of his bones were visible through his skin. He weighed almost half of what he should have done.

Bailey wolfed down any food put in front of him and after a fortnight on a normal diet, his weight had increased by a third.

The court heard that Carly Sykes was supposed to be looking after Bailey for her mother who had moved into a property where dogs were not allowed. She claimed in court that Bailey rejected all food put in front of him and she believed he was pining for her mother.

The RSPCA had asked magistrates to ban the pair from caring for dogs, but the request was declined.

They said because the daughter had another dog that was apparently healthy, she clearly could care for dogs properly and the mother had not had day-to-day care of Bailey..

Sentencing: Each woman was fined £200 and ordered to pay £150 prosecution costs and a £30 statutory surcharge. No ban.
